| 摘 要： | 国家义务的基本内涵意指国家在调和冲突和潜在利益的场域中，通过共同政治形式的良性运行，使得这些利益能够得以充分表述，使其民众能够得以安定有序共存，过上优良的、自由的生活；其本质特征体现为政治性与道德性、自律性与他律性、普遍性与适足性等几层面；其类型上依不同标准大致分为禁止义务、安全义务与风险义务，积极义务与消极义务，尊重义务、保护义务、实现义务与促进义务等三种、：

| Abstract: | The basic connotation of national obligation means through favorable operation of common political forms in the field of conciliating conflicts and potential benefits, the state makes these benefits fully stated, and enables all the citizens to live a free life in peace. Its essential characteristics appear in some aspects such as political character and morality, self-discipline and discipline, as well as universalism and suitability. According to different standard, it can be divided into three categories： prohibiting obligations, safety obligations and risk obligations, or positive obligation and negative obligation, or respecting obligation, protecting obligation, realizing obligation and promoting obligation. |
