从“在场困境”到“缺场悖论”——反向全景敞视下的“第五种权力”

空间与场所，是权力的重要构成部分；权力，总是在一定的空间中存在，而又要控制一定的空间。而“在场”，则是权力监督的必要条件之一，它往往由各类纪检、监察部门来实施。而由于中国监察系统存在先天不足，使这种“在场”往往会流于形式，往往会以“不在场”而告终，即所谓的“在场困境”。与其相关的是“缺场悖论”，它是指在现实生活中，大众具有“普遍在场”的特性，即“群众的眼睛是雪亮的”。但由于缺乏沟通的渠道和表达的平台，这种意义上的大众“普遍在场”往往只是一种理论上的存在，从而使大众在社会监督中往往处于“离场”或“缺场”状态，这又构成了“缺场悖论”。，在现实中“无处不在”的大众之所以在权力监督中屡屡“缺场”，主要在于缺乏一个发布、表达的场所。网络空间的出现，真正实现了物理空间和虚拟场所的分离，使得被监督对象的行为无所遁逃，从另一种意义上实现了由边沁到福柯的“全景敞视”，即“反向全景敞视”，从而产生一种新的“在场”关系，使“在场困境”与“缺场悖论”双双迎刃而解。
