| 摘 要： | 党的巡视制度自2003年正式建立以来,取得了不小的成绩,但也存在一些亟待重视和解决的机制性的问题。巡视制度属于自上而下的纵向问责或监督机制,其有效性就是在多大程度上发挥了这种监督作用。委托人的动机、代理人的动机和能力以及具体监督上的信息不对称等三大因素影响巡视制度的有效性。为促进巡视制度的可持续发展,应逐步推行巡视报告公开制度,建立针对所有主体的问责机制;建立约束和激励机制,矫正巡视机构和人员的动机;加强巡视机构能力建设,增进巡视工作的实际效果。此外,其他监督制度的建设也会对巡视制度有效性的发挥起到重要的补充或支撑作用。
