新型城市化视域下中心城市行政管理体制改革的三个支点——以广州市为例

新型城市化发展道路对广州行政管理体制提出了革新要求。从广州新型城市化与行政管理体制改革的内在契合性出发,全域广州、以人为本与协同治理是实现广州构建城乡一体的管理和政策框架目标的三个有效支点。全域广州要求各政府部门的职能扩容提质,实现职能城乡一体化;以人为本强调以镇街为中心,从纵向上分类调整政府职能配置,强化公共服务效能;协同治理则是在城乡基层社会构建一体多元的城乡社区协同治理机制,建设新型社区。

Three Pivots of Central City＇s Administrative Reform from the Perspective of New Urbanization——A Case Study of Guangzhou

The new urbanization has brought new challenges on the administrative system of Guangzhou. Based on the interrelation between new urbanization and administrative system,it is so important to take the idea of holistic Guangzhou,collaborative governance and people- oriented value as pivots promoting urban- rural integration in Guangzhou. According to the idea of holistic Guangzhou,the government departments have to expand functions to the rural area while improving the quality of public services. The people- oriented value calls more resources and power allocated to the town- governments to improve their public services- providing capacity. The collaborative governance means that collaborative governance mechanisms have to be built among urban and rural communities to cultivate the new communities.
