科技创新与提升电信企业国际竞争力

中国电信企业与国际对手的竞争并不在同一层次上,我们靠的是低人工费,而非自主研发能力,低附加值产品永远无法竞争过高附加值产品。因此,提升电信企业国际竞争力必须实现三个转变:科技创新应从注重技术引进转向注重自主创新;科技投入应从以政府为主转向以企业为主;高科技产业园的发展应从招商引资转向培育本土企业。

Impact of technological innovation on improvement of the international competitiveness of electronic and information industry

As an international participant,China's electronic and information industry is not at the same level as its international competitors.We are heavily dependent on cheap labor rather than independent research and development,and products of low additive value will never be competitive to products of high additive value.To improve the competitiveness of the domestic enterprises three changes will have to be made,i.e.the change from focusing on importing technology to independent innovation,the change in investment in science and research from government to enterprises,and the change from stress on introduction of foreign capital to the development of the domestic enterprises.
