城市化进程趋向与土地的征用补偿制度

城市化进程不但使部分农民与其赖以存在的土地相分离，而且伴随着巨额的土地收益流失。农民失去土地后，面临着收入、就业、养老等诸多方面的困境，这些问题产生的主要原因在于土地资源配置过程掺杂了较多的政府行为，失地农民的收益因此未能得到充分补偿。日关加澳等国家土地征用过程中真正地做到了保护农民利益，这些国家的经验表明，减少征地行为的随意性、清晰土地产权、培育土地市场、改善补偿标准、丰富补偿种类等是我国城市化进程中保护失地农民权益的策略选择。

Land expropriation and compensating system in the procession of urbanization

Urbanization not only results in loss of land,on which farmers depend for survival,but also incurs huge income loss on their part.After losing their land,farmers face many puzzles such as income,employment and old age provision etc..All these have resulted from too much interference from our government.In the land arrangement process,farmers' interest has not been truly compensated.In contrast,Japan,America,Canada and Australia have been more successful in protection of their farmers interest in the urbanization.Their experience shows that China should make more efforts to reduce liberty in land expropriation,clearer the property right and promote a land marketing,while improve the compensating standards and providing more types of compensation categories.
