农民工：城市政府公共服务的重要对象

中国社会长期以来实行事实上的“城乡分治”。城市政府仅对自己的户籍人口负责，它所提供的社会保障、义务教育、住房支助等等都只针对城市市民。在高速城市化及其巨大的农民工阶层已经存在的背景下，政府的功能、机构、人员配备都还没有相应地作出调整，政府对农民工这一社会阶层的社会服务严重缺位。在新的历史条件下，政府应该把农民工阶层定位为城市公共服务的重要对象，同时创新服务方式，帮助农民工阶层实现在城市的生存和发展。

Peasant Workers: Important Service Object of City Government

The dual social policies between rural and urban areas has existed in China for a long time, with city governments only responsible for their own registered residents in providing social security, compulsory education, and housing support etc. In the context of high--speed urbanization, with large numbers of peasant workers in cities, city governments do not correspondently change their staffing, organiza- tion, and functions. The city governments should consider peasant workers as their important service object, and at the same time innovate service patterns to help peasant workers to live and develop in cities.
