基本公共服务均等化:视角与战略

基本公共服务的均等化应具有以下三个视角:认同与平等的张力即理想与现实的平衡、生存与发展的诉求即基本而有保障、个人发展与社会发展的选择即制度奠基并尊重个人。推进基本公共服务均等化进程,需要我们认真分析当前形势,放眼长期目标,制定战略性决策:国家战略层面,需要进一步转变政府职能、明确各级政府责任、建立新型的政府公共服务绩效评价体系;区域战略层面,要以区域产业转移联动多元转移支付;城乡战略层面,可以通过政府与乡村社会的协作供给。

Basic Public Service Equalization:Perspectives for Tactics

The equalization of basic public services should have the following three basic perspectives: the tension of recognition and equality,which is the balance of ideal and reality;the demands of survival and development,which is the basic and safeguard;the option of personal development and social development,which is the system laid for the foundation and respect for the individual.We need to carefully analyze the current situation,look to the long-term goal and develop the strategic decision-making,to promote the process of basic public service equalization.The national strategy needs to further transform government functions,clear all levels of government responsibility,and establish new government’s public service performance evaluation system.Regional strategy needs to transfer linkage and multiple payments to the regional industrial.Urban and rural strategy needs to supply through the collaboration of government and rural community.
