海关特殊监管区域推动外贸发展的建议

海关特殊监管区域在不同阶段为承接国际产业转移，促进加工贸易发展，提高对外开放水平发挥了重要作用。在当前全球金融危机，我国外贸进出口总值下滑的形势下，要积极发挥海关特殊监管区域的作用，面对存在的问题采取调整有关政策、引导区内产业升级；提升各特殊监管区域的功能，实现功能效应最大化；进一步完善特殊监管区域的准入退出机制等措施来促进我国对外贸易的发展。

The Proposal of Customs Special Supervision on Promoting Development of Foreign Trade

Customs special supervision areas play an important role at different stages of undertaking international industrial transfer, promoting the development of processing trade, and improving the level of opening up. In the current global financial crisis, China＇s foreign trade value is in down situation, we should actively play the role of the customs special supervision areas, face the problem to adjust the policies to guide regional industrial upgrading; to upgrade the regulatory regions of special features, to achieve maximum functional effects; and further to improve access and exit mechanism and other measures to promote China＇s foreign trade development.
