民生本位时代的财政公共性——基于公共福利价值目标视角的分析

社会转型时期,民众对公共产品需求的不断增长与财政对民众公共产品供给不足的矛盾是当代中国社会公共领域的主要矛盾。引致这一矛盾的根源在于我国公共产品供给制度存在的缺陷。公共产品供给制度的缺陷,是由于缺乏相应的"公共利益最大化"的价值理念以及与价值理念相应的"公共性文化"与"公益文化"理念的支撑。当今时代迫切需要确立"公平公正"、"公共利益最大化"与"公民权利"的公共福利新价值目标,通过价值文化背景的改善和多元利益主体的博弈均衡,重塑一种新的符合民情民意与"民生本位"价值理念的合理的利益均衡机制与公共产品供给制度,以实现社会多元利益主体的"理性"合作与公共福利的最大化,并促使能够充分体现"公益文化"与"公共性文化"理念的公民社会的形成。
