我国适度普惠型社会福利制度的建构

适度普惠型社会福利制度是全面建设小康社会的要求。本文分析了适度普惠型社会福利制度的概念,指出它是面向全体国民同时又涵盖社会生活基本领域的社会政策和制度。本文从责任主体的角度分析了影响构建适度普惠型社会福利制度的主要因素,指出在此过程中,政府要在诸多方面承担主要责任,同时要通过政策和制度安排赢得企业、社区、社会及家庭的支持。要建构这一制度,政府责任优先、民众需要导向、企业社会责任的承担、家庭的支持作用、非营利组织及社会福利机构的发展等,都是一些基本的要求。
