当代政府管理的新理念

当代政府改革实践涉及面广且内容庞杂，但都强调理念创新或公共部门“组织文化”的变革。公民为本、以市场为基础、结果导向等是改革的三大指导原则和核心理念。本文以发达国家政府改革实践为背景，通过对出现背景、针对情境、发展进程等的系统描述和分析，阐明三大理念的确切涵义，并试图解释它们究竟“新”在何处。

New Ideas in Public Management

A commonly accepted understanding of the public reform nowadays, in spite of the diversified practice, is the emphasis on innovative thinking and the transformation of organizational culture. The three core ideas and principles for the guidance of the public reform concerns citizenship, market - orientation, and result - orientation. Zhou Zhiren provides a systematic analysis, against the background of the reform practice in some developed countries , of the implication of the three core ideas by looking into their formative background, what they aim at, and their evolutionary process. The author tries to explore the accurate meanings of these ideas and to point out in what sense are they are "new".
