| 摘 要： | 西部大开发是目前举国上下共同关心的话题。在美国早期开发西部的历程中，由于政策的导向造成对土地资源毁灭性的开发利用，改变了土地生态系统的结构和功能，使土地资源遭到了严重的破坏，诱发出自然的惩罚，从1934年5月起，美国发生了震惊世界的一连串“黑风暴”事件，教训极其深刻。我国在实施西部大开发过程中必须对土地资源利用和保护的问题进行理性思维，即生态建设是西部土地开发利用的核心，规划先行是西部土地开发利用的前提，土地产权制度建设是西部土地开发的基础，循序渐进、尊重规律是西部土地开发利用的关键。在政策上尤其要针对黄土高原地区、青藏高原地区、西南湿润地区、西北干旱地区的不同特点提出各区土地生态建设的方向。

| Abstract: | Looking back on the course of the west exploration in the USA,this paper puts forward four proposals for land utilization and protection in the west development in China.First,ecological construction is the core of the project.Second,strategic planning in advance is its prerequisite.Third,a rational land property system is its foundation.At last,obedience to natural law is its key issue. |
