论城乡二元体制改革

国有企业体制和城乡二元体制是社会主义计划经济体制的两大支柱。改革开放30年来,国有企业体制改革已经取得重大进展,但城乡二元体制实质上未被触动。农村家庭承包制虽然是改革初期的重大制度创新,但它是在城乡二元体制继续存在的前提下推行的。当前,要完善社会主义市场经济体制、加快城镇化、发展农业生产、提高农民收入和缩小城乡收入差距,应当着手进行城乡二元体制改革。一旦城乡二元体制改革取得突破性成就,必将促进国民经济的持续健康发展。

The Reform of the Rural-Urban Dualism

The two pillars of socialist plan economy are the State-Owned-Enterprise (SOE) system and the urban-rural dualism. Although the SOE system reform has been progressed significantly in the last three decades since China initiated reform and open-door policy, the urban-rural dualism remained. The Household Farming-land Responsibility System in rural area has been a significant institutional innovation in early of 1980s, but it is confined within the inherited system of urban-rural division. Currently, it is important to initiate a comprehensive reform on urban-rural dualism to perfect socialist market economic system, to enhance urbanization, to further develop agriculture, to reduce the income gap between urban and rural residents by increasing rural residents' earnings. The article suggests that the Chinese economy will grow sustainably and healthily once the reform of urban-rural dualism has been succeeded definitively.
