社会治理绩效视域下完善我国绿色建筑 政策法规体系的路径选择

发展绿色建筑是国家全面推进可持续发展战略中最为重要的措施之一，是践行绿色发展理念的重要实践，也是推进国家 治理体系和治理能力现代化的重大课题。在全面发展绿色建筑的过程中，很多问题需要从国家法律的高度进行阐释和推进， 从而实现良法善治，并进一步体现社会治理绩效水平。如何正确地认识和理解相关问题，都将直接影响到我国绿色建筑的深 入开展。 “无规矩不成方圆”，在现有标准规范的基础上，绿色建筑已有充足的理由走向法治化道路。在治理能力现代化理念 下，探索完善我国绿色建筑政策法规体系的对策与方案，对促进新时期我国绿色建筑的发展从而提升社会治理绩效具有重要 的理论和现实意义。

Approaches to Improve China's Green Building Policy and Regulation System from the Perspective of Social Governance Performance

As one of the most important measures this country adopts in her all-round promotion of a sustainable development strategy, development of green buildings is an important practice of her green development concept as well as a major subject for this country''s governance system and governance modernization. In the process of all-round development of green buildings, many issues need to be interpreted and promoted from the height of national laws, so as to achieve results of good law and good governance, and further to reflect the social governance performance. How to correctly understand relevant issues will directly affect the further development of green buildings in China. "No rules no standards", and based on existing standards and regulations, it''s sufficiently reasonable that development of green buildings should be governed by the rule of law. Based on the idea of governance modernization, to explore solutions and approaches to improve China''s green building policy and regulation system is significant in theory and practice for promoting the development of China''s green buildings and thus promoting the social governance in the new era.
