国内外乡村旅游发展实践及启示

我国农村农业的落后、资源环境的破坏、污染的加重等问题，越来越引起社会各界人士的重视，而旅游是许多国家振兴农村、修复生态环境的重要途径。本文在总结国内外乡村旅游发展实践的基础上，认为政策扶持力度不够是我国乡村旅游停滞不前的原因之一。因此，提出了一个包括农业土地政策、资源食品政策、产业金融政策、人才培养政策、企业经营政策的乡村旅游政策框架，希望能以完善有力的政策体系指导并保障乡村旅游的可持续发展。

Suggestions and the Practice of Rural Tourism Development in China and Other Countries

The backwardness of rural agriculture, environmental destruction and pollution problems in China have aroused more and more attention from people all over this country. While many countries in this world use tourism as an important strategy to improve the environment and rural development, this article analyzed the practice of rural tourism in China and other countries, and found out lacking of policy support is one of the reasons for the stagnation of rural tourism development in China. Therefore, the author proposed a framework of rural tourism policy, including the reform of land policy, resource and environment policy, food security policy, rural tourism industry and financial policy, training policy, and rural tourism business policy, hoping that an improved policy system can guarantee and guide the rural tourism developing sustainably in China.
