“海关道”内涵考释

“海关道”一词在晚清历史文献中使用频繁，其基本内涵是对当地道台兼管各关口、口岸的海关监督的称谓或专设官职。因此，海关道有兼职和专职两种。作为一种制度，它萌发于清前期，最终形成在晚清，具有灵活性特征。

Definition of the Customs Intendant

Customs intendant often appeared in the historical documents in the late Qing Dynasty. It was not only an appellation of the customs inspectors who were the local intendants supervising the customs at various places but also the name of official organization for special purpose. As a system ,it appeared in the earlier stage and took form in the later period of the Qing Dynasty. The job of customs intendant had two kinds, namely, part-time and full-time and so it had the character of flexibility.
