基于知识流动视角的国家创新系统与创新政策体系互动关系研究

创新政策对国家创新系统的绩效有着极大的影响,直接决定了国家创新系统功能的发挥,两者之间存在密切关系,相关的文献中对两者之间互动关系的机理缺乏系统研究.本文在对相关文献回顾的基础上.提出了国家创新系统与创新政策体系之间的互动关系模型.其基本结论是:国家创新系统是创新政策体系提出的基础,创新政策体系是促进国家创新系统内部知识流动的向导和外部拉力,从而提高国家创新系统的运行绩效.
