论公民的预算参与权及其实现

公民的预算参与权是公民通过各种合法的途径与方式参与预算事务的权利。确立并保障公民预算参与权的实现,不仅有助于公民参政议政,促进预算公平,实现人民主权,而且可以有效启动权利对权力的监督制约,推动民主的发展。目前,我国对于公民预算参与权的保障不仅法律体系不完善,而且参与途径缺失,救济渠道不畅。因而公民预算参与权在我国的实现,不仅需要健全相关立法,而且需要完善参与途径,疏通救济渠道。
