| Abstract: | Western China development is a strategical decision of the century which concerns the whole situation. This article begins with an analysis of the causes which result in the backwardness of western regions and then explores the role that civil investment plays in the western development. Moreover, it demonstrates the feasibility of the introduction of civil capital to western areas. |
