During the evolutionary phase of monarchy from establishment to culmination, the basic ideas of people-being-foundation thought have been widely recognized by all orders of society. This historical phenomenon shows that it's a wrong judgment made by many famous scholars that monarchy is prosperous while people-being-foundation thought is weak.
