我国内外经济失衡的根本原因是不合理要素价格下的国有及国有控股企业利润迅速增长且不愿意分红和软预算约束下的国有及国有控股企业投资冲动.市场经济中国家兴办国有及国有控股企业的目的是为了更有效地实现国家经济职能,只有通过体制改革使我国经济社会发展中不需要存在的国有及国有控股企业民营化、需要存在的国有及国有控股企业财政化,才能从根本上解决内外经济失衡问题.
