十五大提出的党在现阶段的文化纲领，源于马克思主义的基本原理，既深刻反映了人民的现实文化要求，改革开放对社会环境的文明要求，人类自身全面发展的提升要求；又深刻反映了党立足现实，代表中国先进文化的前进方向，以科学理论、先进文化武装人，加强社会价值观整合，应对西方文化挑战，提高广大干部群众科学文化素质和认识世界、改造世界的能力，把建设有中国特色社会主义事业全面推向二十一世纪的政治前瞻。
