中国贫困地区的剩余劳动力转移研究

中国贫困农民的脱贫致富的重要途径之一,就在于贫困地区剩余劳动力转移。但中国贫困地区劳动力转移过程中存在许多问题。有效地促进贫困地区农村剩余劳动力的转移,政府必须实施有效的公共管理,加大宣传力度,把农村劳动力纳入规范化、制度化管理的轨道,建立健全劳务转移就业的组织体系,加强贫困地区劳动力转移培训,增加对农村人力资本的投入,加大扶贫力度,从而实现中国贫困地区剩余劳动力的合理转移。

Research on the Transfer of Surplus Labor Force from China's Poor Areas

For Chinese poverty-stricken peasants to cast off poverty and become better off, one of the most important approaches is to transfer surplus rural labor force in poor areas.However, in the transfer of labor force from China's poor areas there are many problems. To promote effectively the transfer of surplus rural labor force from poor areas, the government should carry out the effective public management to make more publicity. It should put the surplus rural labor force into the track of standardization and institutionalization management, establish and improve the organizational system of transfer and employment of labor force, strengthen the training program for the transfer of the surplus rural labor force in poor areas, increase the capital input in rural human resources, and strengthen the support to cast off poverty so as to realize the proper transfer of the surplus rural labor force in poor areas.
