| 摘 要： | 公共理性是有限理性、渐进理性,作为导向制度正义与政策正义的行为规范和价值尺度,其核心功能在于塑成权力的合法性与利益的协调性。它表达的是公正理念,倡导的是社会合作,追求的是协商民主,运行的是共赢思维,发展的是公共治理的逻辑。作为公共领域的核心精神,公共理性精神是和谐公共空间成长与良善公共生活营造所必需的一系列精神观念、文化要素与心理习惯。践行公共理性精神,就意味着在公共管理中充分彰显公共价值、以公共的视野和思维逻辑进行治理,实现社会的科学发展,达致公共生活的民主化与效能化。
