| 摘 要： | 我国民生型政府的构建是一项系统、复杂的社会工程。只有营造我国"以民为本"的行政文化氛围,推进以"民生为重心"的政府职能转变,推进制度改革与创新,优化我国"以民为本"的政府运行机制,民生型政府的构建才能有步骤、有计划地积极稳健地推进。

| Abstract: | The construction of the people’s livelihood-oriented government in China is a systemic and complicated social project,it involves the reform and innovation in many aspects such as political,administrative,economic,social,cultural.At present,we must create a "people-oriented" administrative culture and atmosphere,speed up the transformation of government functions which focus on "people’s livelihood",optimize "people-oriented" government operation mechanism,only in this way can the construction of the people’s livelihood-oriented goverment in China push forward step by step as planed actively and steadily. |
