| 摘 要： | 本文从研究制度、制度功能、创新的内涵及其发展演变入手,分析了制度与创新之间的关系.在此基础上,探讨了制度创新与科技创新的内在联系,以及制度创新对科技创新的重要作用.进一步归纳了制约我国当前科技创新的制度约束的主要表现,并提出有针对性的治理措施.

| Abstract: | Based on a study of the institution, functions, the meaning of innovation and its development, this paper analyzes the relationship between institution and innovation. On this basis, it explores the internal connection between institution and innovation and the importance of institution innovation for technological innovation. It sums up the main restraints of our institution on technological innovation and proposes some solutions. |
