山东加快新型农村社会养老保险制度建设的必要性和可能性分析

现阶段农村家庭结构趋小、土地保障功能弱化、人口老龄化加速及上世纪90年代推行的农村社会养老保险过早进入衰退期等情况，要求加快建立新型农村社会养老保险制度。目前国家开展新农保的政策逐渐明确，农民对社会养老保险制度的认识水平明显提高，我国、我省经济社会发展状况良好，财政收入水平和农民收入水平不断提高，使我省逐渐具备建立新型农村社会养老保险制度的可能。
