| 摘 要： | 现行政策理论大多以精英们为中心形成,而带有整合性的公民参与理论,则有社会各个阶层广泛参与政策制定过程的长处,而且能够补充和完善现行理论.公民参与理论,就以信息、知识及智慧的相辅相成的运用的观点看,能够弥补理性理论的局限性;而且从能够采纳更为创造性的政策的意义上,它能克服渐进理论的缺陷;与此同时,由于它更能体现民意,得以保证政策的正当性,最大限度地减少政策执行结果带来的"后遗症",因而还能弥补直观理论的局限性.

| Abstract: | The present polity theory is usually formulated by elites. The theory of citizen involving decision making is a good complement. It can overcome many shortcomings existing in other models of decision making. It can better embody the public intentions and ensure the properness of policies and make up for the limits of direct theories. |
