诺斯“适应性效率”概念的内涵及其启示

与配置性效率只考察静态的短期的经济绩效不同,"适应性效率"考察的是长期经济绩效的制度结构如何适应经济的变动而调整的问题,反映的是与时间进程中的经济变化相适应的制度变迁效率.以此观之,中国改革的特点是在经济增长和制度变迁之间贯彻了适应性效率,制度变革目的不在于是否建成了一个完整的市场体系,而是以促进经济增长为中心;而俄罗斯则寄期望于由市场机制所带来的帕累托效率式经济增长,因而一开始就全面一次性地引入市场要素.这说明帕累托效率在转型经济中并不能自然发挥作用,而制度"适应性效率"才是经济增长的关键.

Connotation of" Adaptive efficiency" and Nudge to the Transition of the Inst itution of Our Country-Critical Comments on "the Second Paradox of North"

"Adaptive efficiency" is an important concept put forward by North in his later theoretical research in probing into the performance of the long - term economic growth in order to reflect the institution changes efficiency to adapt to the economic changes. North found that it is the problem of form rather than the input and output of factors under the prerequisite of set priori organization that can affect the economic performance. Different from the disposing efficiency , which only reflects static short - term economic performances, adaptive efficiency , explores how the long -term Institution structure to meet economic changes. Starting from this point, this paper holds that the sustainable development of our country s economy is a problem of effective conversion among the various economic advantages during different stages. The disposing efficiency depends on the market mechanism, while adaptive efficiency relies on Institution change. The market mechanism can only solve the problem of the effective disposition of resources instead of that of the orderly conversion of the economic advantages." Adaptability " is carried on in the course of transition; therefore it is significant to explore the appropriate transitional Institutional arrangement.
