浅谈环境产业经济学的形成及学科体系建设

大力发展环境产业是实现循环经济目标的有效途径,但目前环境产业理论明显滞后于实践。本文是基于环境经济学理论的应用研究阶段性成果,主要从学科建设角度,在可持续发展战略的框架下研究现代中国环境产业经济学。以生态规律及生产力发展规律1]为起点,以可持续发展增长方式2]为主线,联系我国环境产业的发展状况,用现代经济理论方法论体系研究环境产业的资源配置运行规律,将环境生态学、产业经济学、社会学等理论有机结合的可持续发展价值判断作为新型理念,提出二十一世纪环境产业化发展轨迹,打破原有理论只拘泥于定性分析格局,探讨环境产业经济学理论体系。

Formulation of Environment Industry Economy and Its System Construction

Giving strong support to the development of environment industry is a rewarding way to the aim of circulation economy. But unfortunately, the current development of the theory of environment industry is obviously not as fast as its practice. So from the angle of the construction of this subject, it is on the basis of today's achievement in the research on the application of environment economics theory and it is in the framework of the sustainable development strategy that this paper concentrates its study on China's current environment industry economics. By taking the law of ecology and productivity development as the breakthrough point and the growth mode of the sustainable development as its backbone, this thesis finally puts forward a feasible developing track of environment industrialization in the 21st century. In particularly, it is also highly related to the reality of our country's development in environment industry and uses the methodology system of modern economic theory to study the function law of the allocation of resources in environment industry. A new idea this paper takes is the value judgment of the sustainable development which is combined of the environment ecology, the industry economics and the sociology theory. All of these above have made this paper break the pattern of initial theories which only stand on the qualitative analysis and probe into the theory system of environment industry economics.
