摘    要:将全排列多边形图示指标法引入低碳经济发展评价中,从经济、产业、科技、社会、环境五个方面出发,了解"十二五"期间山东省低碳经济发展情况,对山东省低碳经济发展做出综合评价。结果表明,山东省低碳经济处于越来越好的发展态势,但是总体上仍处于一般发展水平,产业优化转型慢、技术创新能力低、生态环境得不到有效保护等问题尤为严重。因此,山东省应抓住机遇加大科技投入,加快传统产业转型,保护生态环境,促进低碳经济的发展。

Abstract:In this paper, Entire-Array-Polygon Evaluation Model is introduced to evaluate the development of Shandong low carbon economy from five aspects:economy, industry, science, society and environment, in order to know the development during the period of the "12th Five-Year" plan. According to the results, low carbon economy in Shandong province is in an increasing development trend, but the overall level is low. There are many serious problems, such as slow transformation of industrial optimization, low technological innovation capability, destruction of ecological environment, etc. Therefore, Shandong Province should increase investment in science and technology, accelerate the transformation of traditional industries, as well as preserve the ecological environment, to promote the development of low carbon economy.
