对新型农村合作医疗制度运行的问题思考

新型农村合作医疗制度是解决中国广大农民医疗保障的一个重要制度,60年代农村原有的合作医疗在改革开放后的解体,使农民在近十几年中患大病没有得到较好的保障,新型合作医疗制度的试点推行,充分体现了中央政府以人为本、重视"三农"实现社会公平的精神.然而农村乡土社区的特点,在实施这一制度时存在着筹资困难、管理困惑、支付风险等问题.如何解决这些问题,把农村医疗保障落到实处,笔者试作粗浅的探讨.

New model system of rural cooperative medical services is to resolve a main system of Chinese farmers medical security,the original cooperative medical care of the sixties rural area disassembly behind the reform and openness,makes a peasant suffer from a serious illness in being close to 10 not getting the fairly good guarantee,the central government having carried out,embodying sufficiently new model cooperative medical service experimental unit people-oriented,takes "three agricultures seriously" to realize the social equity spirit.But rural area home village community characteristic,before put the problem such as difficult,managing the puzzle,the default risk there being existing a financing in this one system time into practice.How to resolve these problems,rural area medical treatment is ensured being carried out to the letter,the author tries doing superficial investigation and discussion.
