Strategy for Promoting Tibetan Capability of Self-development

Capability self - development is a systemic concept which is formed by interaction between external environment and in- ternal elements. So we should use systematic theory to consider three relationships in the process of promoting capability of self - devel- opment, which include relationship between the whole country and Tibet, relationship between Tibetan stability and its development, and relationships among its internal elements. Therefore, on the basis of rational aid Tibetan mechanism, we need to focus on ensuring Tibetan political stability and unity, optimizing industrial structure, ensuring livelihood improved, developing and using self resources, strengthening ecological protection in order to promote Tibetan effectively of self - development capability.
