| 摘 要： | 建设服务型政府,必须体现人权、法治和民主的价值观,必须通过更新行政理念,切实转变政府职能和行政管理方式,促使政府经济调节、市场监管、社会管理和公共服务四大职能充分发挥,形成行为规范、运转协调、公正透明、廉洁高效的行政管理和服务体制。
