On the Reform of Land Survey and Approval System of Guangxi Beibu Gulf Economic Zone

In the context of rapid development of Guangxi Beibu Gulf Economic Zone and the increasing contradiction between more population and less land, the malpractices of present land survey and approv- al policy appears gradually, which mainly displays in the following aspects： the land survey and approval has too many links and processes and needs a lengthy time; the survey and approval for construction land are seriously constrained by other prepositioned survey and approval; the post-supervision is usually changed into prepositioned survey and approval, which greatly affects land survey and approval; scenic protection project, which basically maintains the original purpose, is difficult to reach the requirement of the approval. In order to solve the existing problems of land survey and approval policy and better provide the land safe- guard for Beibu Gulf Economic Zone＇ s development, this paper suggests to implement ＂the separation of land transfer from expropriation＂ policy, optimizing land survey and approval process, and simplifying the approval materials. The implementation of ＂land expropriation only but not land transfer＂ can be used as a mode of land acquisition, so as to improve the policy of ＂utilizing the land before its formalities are gone through＂, implement the policy of ＂survey and approval per five years＂, and finally strengthen the awareness of people＇s livelihood under the principle of carrying out the survey and approval system legally.
