| 摘 要： | 作为新式寄信递物方法的清代邮政制度,在开办之初即于完善机制与抵御客邮的两难中顽强发展。在充分考虑现实因素掣肘的情况下,赫德采取了缓进的方式推动清代邮政的发展,希图通过自身的逐步强大来抵御客邮对中国邮权的侵犯,充分反映了近代中国制度转型的艰难与外国因素的影响。

| Abstract: | The Qing＇ s postal system, as a new way of delivering letters and goods, developed doggedly in the dilemma of improving the mechanisms and resisting the foreign post at the beginning. Based on reality factors, Sir. Robert Hart took the slow way to push the development of the new system, and hoped to stop the violations to the China＇ s postal rights gradually. This process fully reflected the difficulties in the institutional transformation in modem China and the influence of foreign factors. |
