| 摘 要： | 在我国已经加入 WTO的形势下 ,各电信运营商不仅要面对国内国外的竞争 ,还要应对来自国外强大运营商的冲击。因此 ,实施成本领先战略是其必然的选择。主要结合电信行业生产经营活动的特点 ,通过对企业成本结构的分析 ,找出了实施成本战略的主控点 ,并提出我国运营企业实施 SCM的重点是投资控制

| Abstract: | After the entry of China into WTO, China telecom has to face cut-throat challenges from home and abroad. To survive the fierce competition, cost management is the strategic choice. Therefore, this paper analyzes the characteristics of cost management, finds out the major control points, and underlines the key to implement SCM in China telecom is to utilize investments. |
