| 摘 要： | 通过对土地制度改革中三种最基本模式(改良模式、私有化模式和完全国有化模式)的优、劣的评析,指出进行土地制度创新应该在政府的宏观调控和市场机制间寻求一个最佳平衡点,使人地关系和谐统一发展;清晰的产权是土地使用制度改革成功的基础;建立合理的土地收益分配制度是土地使用制度改革成功的关键。

| Abstract: | Three inspirations are got about the reforming of land system,which are: first,criticizing 3 basic models' merits and demerits about the land system reforming(improvement model,privatization model and complete nationalized model),pointing out that a perfect balanced point must be sought between government's macro-economic control and marketing system when innovating land system,to make human beings and land develop integrated and harmoniously.Second,clear property rights are the basis of successfully reforming land use system.Third,establishing reasonable land earnings collocation system is the key to it. |
