| 摘 要： | 实现政府公共性需要一定的条件和形式。政府公共性的实现条件包括软环境即主观条件、硬环境即客观条件两方面,公共理念和公共精神的确立是其主观条件,社会生产力发展水平、权力规制等制度建设、公民社会的培育壮大是其客观条件。政府公共性的实现形式可以采用一定范围、一定程度的社会化和市场化形式,因此可以而且应当多样化,政府不应该也不可能垄断政府公共性的实现形式。
