中亚区域合作——环境保护的理智选择

中亚地区环境保护区域合作中存在的主要问题：始终没有建立起将环境问题列为其重要职责的区域性组织，无有关环境保护的原则性或指导性、框架性协议，公众环境意识普遍不够高。中亚地区可以借助上海合作组织，通过细化和深化区域合作实践，提高环境保护法治合作的质量和水平。

Central Asian Regional Cooperation and Environmental Protection

There are several major problems existent in enviromental protection in Central Asian Regional Cooperation. No regional organizations have been set up to take environmental protection issues as their main tasks; no guiding or framework agreements have been drafted in relation to environmental protection; the general public have not been fully aware of environmental issues. Central Asian countries can heighten the quality and level of legalized environmental protection cooperation by deepening regional cooperations within the framework of SCO.
