论新疆少数民族教育中的国家责任

发展新疆少数民族教育是国家的一项重要职责,国家履行职责的优劣,不仅关系到少数民族素质的提升、民族地区经济的繁荣,更关系到国家的稳定和发展。文章结合新疆民族教育的特殊性,针对目前新疆民族教育存在着教育经费不足、师资问题突出、教育质量偏低等问题,建议政府应从制定地方性民族教育法规、建立合理的义务教育转移支付制度、完善教师培训制度、规范民族教育监督机制等方面来加快新疆民族教育事业发展的步伐。

The National Responsibility in Ethnic Group Education in Xinjiang

To develop the education for the ethnic groups in Xinjiang is one of the important responsibilities of Chinese Government.The fulfillment of this responsibility concerns the improvement of the national quality,economical prosperity of ethnic minorities,and more importantly,the national stability and development.In light of the specialty of the education in Xinjiang,this paper focuses on such problems as insuffcient education fund,poor quality of teachers,and low education quality,and suggests that the Government quicken the pace of education in Xinjiang in terms of formulating local national education laws,setting up the system of compulsory education transfer payment,perfecting the teacher training system,and normalizing the national education inspection mechanism.
