城市民族工作视角下的少数民族流动人口管理探析

城市民族工作部门提高思想认识、转变管理观念是做好城市少数民族流动人口管理的根本前提。城市民族工怍要适应少数民族流动人口而进行相应转变，不仅要将城市民族工怍范围扩大到少数民族人口流出地，强化流入地与流出地的政府合作；而且要将少数民族流动人口管理与服务拓展为城市民族工作的重要内容；还要建立城市民族工作协调机制，依托少数民族流动人口集聚社区开展工作以及动员民间组织、社会力量与少数民族流动人口自身多渠道管理来转变城市民族工作方式。这样才能真正实现对少数民族流动人口的服务与管理，使其更好地适应城市。

On Managing Ethnic Migrating Population

Departments of urban work concerning ethnic groups can well finish their job by improving their ideologies and changing their management conception. In order to serve and manage ethnic floating population well and help them adapt to urban life better, some corresponding changes must be made. Firstly, the relevant work must he expanded to cover the minority outflow regions and strengthen the cooperation of governments between outflow and inflow regions. Secondly, the concerned service and management must be included in the urban work concerning ethnic groups. Thirdly, a co-ordination mechanism must be set up, which involves activities to be carried out in the concentration communities of the ethnic floating population and changes work style by mobilizing NGOs, social forces and ethnic floating population themselves.
