| 摘 要： | 高校突发事件有它的特点。高校突发事件的成因首先是管理方面存在缺陷，其次是改革开放产业的负面影响，第三是多元文化教育的滞后。为了最大限度减少突发事件，降低突发事件的损害后果，高校应建立自己的内部治安防控机制，从而实现适时、有效的对突发事件的应急处置。

| Abstract: | Emergency incidents in higher learning institutions arises from the defects in management, negative effect of the implementation of the Reform and Opening-up policy, and the underdevelopment of multicultural education. To reduce incidents and its harmful effect, universities should develop their own internal emergency management and respond to it effectively and promptly. |
