关于上海合作组织有限介入阿富汗问题的思考

1998-2013年间，上海合作组织参加解决阿富汗问题的立场和政策分四个阶段基本成型。阿富汗国内形势的变化对欧亚地区产生影响，其政治和解前景的不确定性也是国际社会难以把握的进程，毒品失控严重妨碍社会经济恢复和国际援助效率。上海合作组织参与解决阿富汗问题的努力主要在以下几个方面：通过更广泛的国际安全合作构筑周边反恐反毒安全带，积极参与和推动阿富汗社会经济重建，为实现民族和解与国家政治统一提供国际平台。

Reflections on SCo's Limited Intervention in Afghanistan Issues

In 1998-2013, SCO has undergone four stages in settling down Afghanistan issues and finalized its standpoints and policies. Afghanistan domestic changes influencing Eurasian districts and the indeterminacy of its political reconciliation are difficult for the international community to handle, and drug out-of-control seriously hinders its social, economic recovery and international aid efficiency. SCO has mainly done as follows in participating in and resolving Afghanistan issues： construct anti-terrorism and anti-drug bordering safety belt through wider international security cooperation, actively participate in and advance Afghanistan social and economic reconstruction, and build up an international platform for Afghanistan national reconciliation and national political unity.
