集中管理体制与兵团人力资源开发问题研究

摘    要:文章基于兵团特殊的集中管理体制,对兵团人力资源开发状况进行分析得出:第一,具有经济发展较快、人力资源质量较好、人文资源多样性和政治优势突出的优势,存在着产业结构不合理、职业培训不够、农地产权残缺和医疗卫生条件差的劣势;第二,呈现着数量供给相对充足、整体质量波动较大、人才资源流失严重、人口出生率持续下降、区域分布不均衡的特征;第三,应选择适度增加人口、多层次多渠道培养人才、改善医疗卫生条件、合理配置人力资源和健全市场机制的开发战略。

Abstract:Based on the special centralized management system, this paper analyzed the status quo ofXJPCC HR development and found that XJPCC develops fast economically and has advantages in the goodHR quality, diverse HR and political strengths; however, it is disadvantageous: irrational industrial struc-ture, insufficient vocational education, incomplete agricultural property right and poor health conditions.Moreover, it is characterized by the relatively sufficient HR supply, big fluctuations of the overall quality,serious HR drainage, the continuing decline of birth rate, and uneven regional HR distribution. It thereforesuggests that efforts be made to increase a modest scale of population, to hold multichannel HR trainingprograms, to actively improve health conditions, to reasonably allocate human resources and to set up asound market mechanism.
