| 摘 要： | 产业集聚是获得竞争优势的一种有效机制,而高新技术产业集群化已经成为区域发展的重要特征,它包括产业的本地联系、高新技术产业的劳动力要求、企业的衍生等方面。高新技术产业的集聚效应包括资源共享效应、信息溢出效应等方面。我国高新技术产业集聚过程中存在产业文化和区域文化不健全、专业化分工协作的产业网络尚未形成、产学研合作机制不完善、人才结构欠缺合理性等问题,必须从文化、制度、人才等方面加以完善。

| Abstract: | Industrial cluster is a kind of effective mechanism to gain competitive advantage, and high and new technology industrial cluster has become the important characteristic of regional development, which includes the resources sharing effect, information spillover effect, etc. However, there are many problems existing in China＇s high and new technology industry agglomeration： the industrial culture and regional culture are not sound, the industrial network featuring specialized division of labor hasn＇t been formed, production-study-research cooperative mechanism is imperfect and the talent structure is not rational, which must be improved in culture, system, talents and so on. |
