论第三部门在行政监督中的角色缺失

行政监督是我国社会监督体系的一个薄弱环节,而作为行政监督主体之一的“第三部门”,其监督力量更是薄弱,并且在整个行政监督体制中存在着种种弊端和问题,如与被监督者的力量对比悬殊、缺乏明晰的法律地位、监督缺乏独立性和权威性以及监督工作缺乏法律依据。从这个现状出发,提出相关的建议和举措,来加强“第三部门”在行政监督中的积极作用。

On the Role Defects of the Third Sector in Administration Supervision

While the administration supervision is one weak link in our social supervision system,the third sector as one of administration supervisors is much weaker.Within the whole administration supervision system there are such defects for the third sector like keeping big gap between the supervisor and supervisee,lacking clear legitimate status and independence and authorities of administration supervision,as well as legal base on administration supervision.Based on it,this paper puts forward some relevant suggestions and measures to strengthen the third sector's active role in administration supervision.
