被忽视的公共理念——构建为公众服务的公共交通

随着我国私人小汽车拥有量的快速增长,城市交通拥堵等问题日益突出,优先发展公共交通已成共识。但对发展公共交通的探讨通常过于注重如何降低居民出行的经济成本,片面强调公交优先是对工薪阶层和低收入人群的优先。为了引起人们对私人小汽车与公共交通竞争发展条件下被忽视的"公共理念"的关注,使公共交通真正成为所有人的选择,必须在"公共理念"的基础上,针对我国现状提出一系列发展公共交通的举措。

Public Perception Neglected:Developing Public Traffic for Everyone

With the rapid increase in the number of private cars in China,traffic jam in the city has become more and more serious.Therefore,it is agreed that the public traffic development should be given priority.However,previous discussion has been focused on how to lower the citizens' travel expenses,ignoring the fact that priority of public traffic is not the priority of wage earners or low income group.To arouse the public's concern in the "public perception"and made public traffic the choice of everyone,measures must be taken,based on the public perception,to develop the present public traffic in China.
