论生态系统管理

生态系统管理为20世纪90年代全球兴起的针对生态保护的系统复合手段的运用。由于该思想针对的是社会-经济-生态复合系统,因此经济学尤其是生态经济学的成果极大推动和指导生态系统管理的实践。从经济与环境“潜在一致的领域”,使生态系统管理成为现代经济发展必要手段;本文从四个方面来论述生态系统管理在经济学支持下发展的必要性与可能性。第一,综合国力包含生态力概念,实施了生态系统管理才能提升生态力的经济价值;第二,生态系统管理追求生态资产管理与增值;第三,生态系统管理仰赖生态核算的检验;第四,生态系统管理依托生态产业竞争优势理论。

On Ecosystem Management

Ecosystem management was raised at the end of 20th century. It is an integrated and systemic approach to ecosystem protection. Since it aims at society-economics-ecology compound system, economics, especially ecological economics, improved the practice of ecosystem management. In the long-term thinking, economics and environment are two fields with many underlying intercommunities,which make ecosystem management become the necessary method to modern economic development. This article discusses it from four aspects: 1) Ecosystem management can enhance ecologic force, which belongs to the overall strength of the country; 2) Ecosystem management pursues the increment of ecological assets, which is more important in modern times than artificial assets; 3) The enhancement of ecosystem management relies on the ecologic accounting, which can check up the sustainable GDP of a country; 4) Ecosystem management should be supported by ecological industry, and ecological industry has some economic advantages over traditional industry.
